Joel was born in 1920 in St George in the East, London to Isaac and Dinah nee Levene. He enlisted in 1940.

On 11/ 12 August, two aircraft bombed the docks at Le Havre and one aircraft, Lancaster I VN-Q R5746 failed to return. No details are known about the circumstances of the loss.
